Job Summary

The Programme Finance Assistant will support the Ministry’s Finance and Administration, Human Resources Departments and Programme teams in day to day financial and grants management activities, programme budget planning and execution, reviewing project budgets, monitoring cash flow, verifying the accuracy of financial records, assisting in generation of programme financial reports, capacity building of provincial and district accounting staff, programme asset management, and financial management and accounting advisory including recommending policies and actions that improve efficiency of financial procedures.

Duties And Responsibilities

• Support the Ministry in the preparation of the Annual National Budgets by conducting Child Protection budget analysis and advocacy briefs in time for the pre-budget debates “Support the Ministry to improve budget execution rates for social welfare programmes with a focus on promoting efficiency in delivery of relevant programmes
• Support the Ministry to carry out periodic programme budget performance analysis of child protection and share with relevant stakeholders
• Support the Ministry to implement actions outlined in the Pathfinder process within the Global Partnership to End Violence Against Children (VAC), and in the National Action Plan on Ending VAC
• Support the Ministry in preparation and implementation of its programme budgets
• Support the Ministry to manage programme travel budgets, and accounting of advances
• Regular interface with programme staff to understand and support their financial management needs and data
• Preparation and submission of expenditure reports and payment requests to Development Partners who provide Direct Cash Transfers or programme grants to the Ministry
• Ensure compliance with Development Partner (DP) financial/grant reporting requirements for supported projects as agreed between the Ministry and specific DPs
• Establish and maintain contact with relevant DP contacts for reporting purposes and timely resolution of financial/grant management queries
• Review programme financial documents and records ensuring accuracy and completeness
• Maintain, and update programme financial records and effectively communicate finance and budget information.
• Financial compliance and risk management
• Conduct periodic analysis of programme financial data, analyzing trends and making appropriate recommendations for achieving value for money and reducing financial risks
• Check and verify all documents, invoices or payment requests and ensure all supporting documents are provided
• Support the Ministry during programme audits
• Capacity building of Ministry’s provincial and district accounting
officers on the basis of identified needs for new and existing staff
• Support the Ministry to efficiently deliver its social assistance programmes working closely with the MIS and social protection teams in timely preparation of budgets, payment schedules and reconciliations
• Asset management and inventory
• Participate in field monitoring and assist in financial/grant monitoring
The primary role of the Social Protection Technical Advisor is to strengthen the Ministry’s role in programme coordination and management of all social protection programmes, resource mobilization, standard setting, implementation, capacity building and monitoring and evaluation such that the capacity of Ministry of Public Service, Labour and Social Welfare is enhanced. The successful candidate will be contracted on a performance-based contract with clear deliverables and work plan.

Qualifications And Experience

• A minimum of Bachelor’s degree in Finance or Accounting, Business Administration, Business studies
• Qualified member of a recognized accounting body e.g. ACCA
• Excellent knowledge of accounting procedures and principles
• At least 5 years’ working experience in finance, accounting and grants management
• Experience working with Government counterparts is an added advantage
• Ability to analyze budgets
• Proficiency in Word, Excel, and PowerPoint is required to manage data related to finance
• Excellent oral and written communication skills
• Good team-working skills
